Launch of Community Safety Survey

Residents in North Herts are being asked for their views on crime, disorder and nuisance issues. The North Herts Community Safety Partnership (NH CSP) has launched the consultation to find out what local people think about community safety issues in their area. Answers given will assist the partnership in prioritising resources and will also be used to inform and help create a new Community Safety Action Plan for the district. The survey is completely anonymous and only takes a few minutes to complete.

NH CSP is made up of several different organisations including North Hertfordshire District Council, Hertfordshire County Council, Hertfordshire Police, Hertfordshire Fire and Rescue Service, Probation Services, NHS and other public, private and voluntary organisations who all work together to make the district a safer place for all.

A press release will be circulated to the local media early next week and partners are being encouraged to assist with wider promotion of the survey through their networks. The Council will also promote the survey through social media. The consultation runs from Monday 22 February until Friday 19 March 2021.

Train Service Changes from 13 December 2020

From Sunday 13 December, as part of the national timetable change, Govia Thameslink are introducing a set of changes to train services across their network.

These changes have been shaped by the input of customers and stakeholders, to prepare the Great Northern and Thameslink network for the three-month upgrade of King’s Cross in Spring 2021, and to tailor services to the times when demand is greatest and help provide a more reliable service.

Road Closure Notice - Docklands, Pirton

A road closure notice has been issued for Docklands, Pirton by Herts County Council.

This is an advance warning effective from 7 Dec 20, but no actual date of closure has yet been notified.The closure is for unspecified works, but vehicular access to properties will be maintained whenever possible during the works.

Property Flood Resilience Survey

From Friday 17th April all Arriva customers are being asked to only use contactless payment or the digital m-ticket app. to help reduce the amount of physical contact between customers and drivers. Arriva drivers will not be able to provide change to customers and any over payment of fares will be donated to the NHS COVID-19 Appeal, which is supporting NHS staff and volunteers. Cash will only be accepted as a form of payment in exceptional circumstances and where the correct fare can be paid. Arriva have also implemented social distancing measures to help protect drivers and customers wherever possible. This includes cordoning off the front seats near to the driver’s cab, ensuring all services are operated by buses with screens where possible for additional protection. It is vitally important that you follow all the advice about social distancing and hygiene in the points below and not gather together on site.

Any plot-holder who is self isolating because a household member is ill with corona-virus should not be visiting the site.

NHDC - Coronavirus (COVID-19) Update: suspension of garden and food waste collections

From Monday 30 March unfortunately we will not be collecting any food waste caddies until further notice. All food waste should therefore be placed into your purple refuse bin.

We have also had to take the difficult decision to suspend our paid garden waste collection service from 30 March.

We do appreciate that this is a paid for service and once we know the full extent of the disruption, a further communication will be sent to garden waste subscribers.

We sincerely apologise for these changes and would have liked to give you more notice, but we have been forced to move very quickly so that we can prioritise collection of refuse and recycling. We know these unprecedented actions will be disappointing, but ask you to please work with us in these difficult times.

Councils Launch FREE Central Heating Scheme

North Hertfordshire District Council (NHDC), working with Hertsmere and East Herts Councils, have secured funding to help people living in the three areas to transform their home heating facilities and reduce their energy bills.

Homeowners and private renting tenants that don’t have radiators in their home and rely on inefficient room heaters or fires could get an A-rated gas-powered central heating system installed at no cost.

An alternative route will be via Priors Hill,Hitchin Road, Walnut Tree Road, High Street, Shillington Road and Priors Hill.

The Order is needed because utility service works are proposed to be executed on or near the Road.

If the Order is made, it shall come into force on 10 February 2020 for a period of up to 18 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the Road.

NOTICE is given that Hertfordshire County Council intends to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984, to prohibit all vehicular traffic from using the following lengths of roads (“the Roads”), except for access and to prohibit all vehicles from waiting at any time on both sides of these lengths of Roads whilst works are inprogress:-

  1. that length of West Lane, Pirton from its junction with Shillington Road north eastwards to its junction with Royal Oak Lane, a distance of approximately 533metres. 
    An alternative route will be via Shillington Road, Priors Hill, Hitchin Road, Walnut Tree Road and Royal Oak Lane.

Hertfordshire Year of Culture 2020 - Cultural Olympiad
16 December 2019

Next July has been designated as Cultural Olympiad month - as part of the Hertfordshire Year of Culture 2020 - and as part of that programme, the Herts Sports and Physical Activity Partnership (HSP) is seeking to bring back together individuals and groups with a connection to Hertfordshire that were involved in the London 2012 Olympic and Paralympic Games.

On Saturday 18 July 2020, HSP – together with Sports Development Officers from Hertfordshire’s 10 district and borough councils – will be staging a Festival of Sport at the University of Hertfordshire Sports Village to mark the start of the Tokyo Olympic and Paralympic Games.

The centrepiece of that event will be a lunch for participants, coaches, Games Makers, Officials and Torch Bearers that were involved in the London 2012 programme, to celebrate their involvement and achievements; to track their respective journeys over the intervening 8 years; and to reflect on how the 2012 Games used sport to unite the nation, and to portray the UK in a very favourable light on the world stage.

The Partnership has enlisted the support of Hertfordshire’s 2012 Olympic Ambassador, John Fuller – a Games Maker himself – to help coordinate the programme and in announcing the initiative.

Anyone involved in any way in the London 2012 Olympic and Paralympic Games programme and who might be interested in being invited to the Spirit of 2012 lunch, should contact Kelly Fagan at k.fagan@herts.ac.uk.

The Order is needed because sewer connection works are proposed to be executed on or near the Road.

Vandalism at Cala Homes Holwell Road
20 September 2019

Cala Homes has informed us that there has been further vandalism on their site at Holwell Road, with paint once more being thrown over some houses.The Pirton Parish Council deplores this behaviour. It is simply criminal damage, and a criminal offence. The site has its planning permission, and those who work there are entitled to do so in safety and to be treated with respect. The Parish Council is endeavouring to engage constructively with Cala Homes over a number of issues in order to improve the site for residents and the Pirton community. These acts of vandalism must cease!

Elm Tree Farm Construction Management Plan - CALA Homes' Appeal
16 June 2018

CALA Homes have won their appeals regarding the Construction Management Plan & Traffic Management Plans (CMP)for the Holwell Turn site (ETF1). The appeals were for both the Holwell only route i.e. - arrival and departure via Holwell.

These were the two early applications, i.e. arguably the most detailed of the plans with a fair amount of supervision and control and the basic one with very little control and supervision.

This means that Cala can not only construct the 78 houses but choose which of the plans they wish.

Data Protection Policy

The General Data Protection Regulation (GDPR) comes into force on 25th May 2018. It is an EU directive but will be replaced by an almost identical Data Protection Bill after Brexit, so it is here to stay.

It is the biggest change in privacy legislation in over 20 years and replaces the Data Protection Directive 95/46/EC. It also overrides the Data Protection Act of 1998.

It applies to almost all organisations, especially public bodies, but not individuals. It effectively reverses the ownership of personal data, giving control back to the individual. It encourages only the minimum amount of data to be stored and for the minimum period and it obliges everyone in the data supply chain to comply.

Personal data includes any information relating to a person that can be used to directly or indirectly identify that person:

· Full name, email address, date of birth, IP address/website cookies

· Purchases, downloads, subscriptions and services used

· Questions and responses, promotions used, survey responses

· Financial history, banking/credit, payment transactions and donations

· Healthcare and education services used

· CCTV recordings, gender identity, location data, credit card data

· Judgements/sanctions, government services

· Any data capable of identifying an individual either on its own or when combined with other information

Internal account numbers, PINs and passwords, IMEIs, National Insurance number

Driving licence number, passport number

There is a special category of high-risk data –Prohibited without explicit consent or reasons

· Race/ethnic origin, political opinions, religious beliefs and union membership

· Biometric, genetic, health/medical data

· Sexual orientation, sex life

· Criminal offences, criminal convictions

The legislation affects both manual and automated processing (i.e. Databases, voice mail and completed forms

CCTV, cookies and website tracking). It includes both digital and paper records, but only applies to personal data able to identify a living subject, so excludes anonymous and encrypted information.

Applies to all 'data subjects' so affects the public sector, members of the public, the council’s employees and volunteers, Suppliers, Contractors.

The Council is creating a number of new Policy Documents to conform to the law. These can be viewed under the 'Policies' tab. A number of other useful documents relating to the GDPR are also available.

Elm Tree Farm Construction Management Plan

The Amended Cala Homes Construction Management Plan and the updated Watermans report are now available on the NHDC Planning Portal. The proposed route is in through Pirtonvia Hitchin Road, Priors Hill, Shillington Road, West Lane, Holwell Road and out through Holwell. There still seem to be some contradictions in the report, which the Parish Council is asking NHDC to clarify.The Parish Council will be delivering a leaflet re the amended Construction Route to every household in the village.

The closing date for comments to NHDC is July 27th.

20 mph Speed Limit Survey Results
13 June 2017

The attached spreadsheet shows the responses to the questionnaire about a 20 mph speed limit in Pirton. The response will now be passed to County Councillor David Barnard who will advise on further action.

There were 156 responses, of which 132 voted YES and 24 voted NO.

This is 84.6% YES and 15.4% NO (or 5.5 to 1 in favour).

In general there were many comments against the use of speed bumps (only 1 in favour).

Many people argued that existing limits, especially on Priors Hill and West Lane, should be enforced.

The comment was also made more than once that speed in the central areas of the village was largely self-regulating, with parked cars and narrow roads restricting speed.

Some people argued that the extra expense and signage was unnecessary and asked how the limit was going to be policed.

One resident told of her experience of a 20 mph limit in her home village, where the effect was more negative than positive. She said that the village was safer before the limit was imposed and

said the police would probably be opposed to the idea.

The emphasis of people’s thinking seemed to be West Lane and Priors Hill, with Royal Oak Lane and the High Street mentioned to a lesser extent.

More Battles Ahead

Just a day after the "Planning Committee" of NHDC approved the building of 78 houses at the Holwell Turn, the Parish Council has received a letter from the developers Gladman to say that they are now going to push ahead with "phase 2" of the development - a further 99 houses on the adjoining field.

We are more prepared this time. We will for a start not believe what we were told with the original development: that the outline planning approval is not that important; that the real battle comes when the detail is submitted and the exact number of houses is known.We know that this application has to be fought from the word go with every tool at our disposal:- planning and legal measures, the press, the community - whatever it takes to stop this unwanted expansion.We will ensure this time around that we receive correct information from NHDC and that online facilities are up to the job - not the intermittent so-called portal which was available up to now.

Holwell Turn - Parish Council Submissions

In advance of the Planning Committee Meeting at NHDC on 25th May, the Parish Council has submitted 3 documents to the planning officers and committee members.

These set out the council's on-going objections to the planned development in detailed and summary form, as well as a Traffic Management plan with regard to thehandling of Construction Traffic for the site.

New National Phone Number Announced for Power Networks

On 6th September a new national phone number “105” will be launched by electricity network operators for customers to call should they need to report or get information about a power cut in their area.

Key points to note about this service are:

  • Dialling 105 will put customers through to their local electricity network operator – the company that manages the cables, power lines and substations that deliver electricity into homes and businesses in their area.
  • 105 is just one of the ways that customers can contact their electricity network operator. They can also contact them by phone or via their website, and most network operators are on social media too.
  • 105 is a free service for people in England, Scotland and Wales.
  • Customers can call 105 no matter who they choose to buy electricity from.
  • Customers can also call 105 if they spot damage to electricity power lines and substations that could put anyone in danger. If there’s a serious immediate risk, they should call the emergency services too.
